HOW TO HAVE

ABSOLUTELY FAIR ELECTIONS

To have absolutely fair and secure elections, ALL of these must be done:


  1. fair ballots REQUIRE THE INDEPENDENT VOTING SYSTEM (RIGHT).

    - This is the only existing totally fair voting system with no biases. Vote on each choice in each race separately.

    - The voter gives each candidate a YES, a NO, or an ABSTAIN vote.

    - The ballot starts with all choices set to ABSTAIN.

    - Not selecting either YES or NO or selecting both YES and NO will cast an ABSTAIN vote.

    - Candidates getting over 50% of the vote as ABSTAIN votes are removed as irrelevant.

    - The score of each candidate is that candidate's NO votes subtracted from that candidate's YES votes.

    - The winner is the candidate with the highest positive score.

    - The winner is the candidate who pleases the most voters.

    - Tie votes should be rare. A runoff rather than a recount should handle them.

    - Negative campaigning cannot work when the Independent Voting System is in use.

    - Candidates cannot steal votes from each other with Independent Voting.

    - The Plurality Voting System (vote for only one) unfairly favors the choice most different from the others.

    - The Ranking systems (number preferences) can also unfairly favor the choice most different from the others.

    - Ranking systems (number preferences) don't know if a middle choice is liked or disliked.

    - Approval voting gives some voters more power than others.

    - Rating systems would have endless recounts.

    - Other voting systems have cases where voting for a choice can lower its probability of being elected.

  2. ELECTORS AND LEGISLATURES MUST ALSO USE INDEPENDENT VOTING

    - The Independent Voting System is ideal to use in these situations.

    - It removes the ability to cheat.

          - The Independent Voting System does it all.

  3. ABOLISH PRIMARY ELECTIONS AND CANDIDATE SELECTION PARTY CONVENTIONS.

    - The Independent Voting System removes the need for primary elections.

    - The Independent Voting System removes the need for party conventions.

    - All candidates for the same party run at the same time in the general election.

    - Because each candidate is voted on separately, they don't steal votes from each other.

          - The Independent Voting System does it all.

  4. ABOLISH PETITIONS TO GET ON THE BALLOT.

    - The Independent Voting System removes the need for ballot-entry petitions.

    - The Independent Voting outcome is the same whether or not minor losing choices are on the ballot.

    - The filing fee to run must be less than a day's minimum wage. This fee should discourage frivolous running for office.

          - The Independent Voting System does it all.

  5. ABOLISH WINNER-TAKE-ALL RULES FOR ELECTORAL VOTES.

    - Elect one elector in each congressional district, plus two electors using special rules.

          - Winner-take-all cheats people out of their votes.

          - The Elector votes the entire electoral outcome for the district.

          - The Independent Electoral Vote is much more fair than the Plurality Electoral Vote.

  6. ABOLISH STRAIGHT-PARTY VOTING.

    - Straight-party voting cheats candidates in lower races out of independent votes for lazy voters.

          - This was originally a way to cheat using illiterate voters.

          - Straight-party voting cannot exist in Independent Voting.

  7. ABOLISH AT-LARGE VOTING.

    - At-large voting is having multiple seats in the same district.

    - This is a cheat to get all of these seats held by the same party.

          - This is similar to winner-take-all.

  8. REQUIRE ALL BALLOTS TO BE MACHINE-READABLE PAPER BALLOTS.

    - This provides a tangible copy of each vote to prevent machine fraud.

    - Use a special ink formulation to identify ballots found where they do not belong (e.g. in the trash or in a shredder).

          - This keeps a paper record for recounts and investigations.

  9. REQUIRE ALL VOTERS TO REGISTER IN PERSON.

    - The voter registration card must have a photo of the voter. It becomes the voter ID.

    - The voter registration card shall have punch places for the general election and 4 runoffs. Punching makes the card expire for that election.

    - A new registration to vote must be done each year there is an election.

    - Only if the voter is a medical patient who cannot travel may the registration process be done anywhere other than the voter registration office.

    Registration must be done at least two weeks before the election. This gives officials time to check for fraud and duplicates.

    - The voter ID card must be sent so it arrives the week before the election by registered mail with return receipt.

    - Investigate if the return receipt is not received or if an unexpected return receipt appears.

          - This prevents fraud in registration.

          - The post office must not charge for this form of registered mail.

  10. REQUIRE ALL ABSENTEE VOTING TO BE BY REGISTERED MAIL WITH RETURN RECEIPT.

    - The application for absentee ballot, the absentee ballot, and returning the voted absentee ballot must all be registered mail with return receipt.

    - Investigate if the return receipt is not received or if an unexpected return receipt appears.

          - This prevents fraud in the mail.

          - The post office must not charge for this form of registered mail.

  11. REQUIRE ALL CANDIDATES RUNNING FOR OFFICE TO NOT BE HOLDING OTHER OFFICES.

    - Any candidate running for office (other than for re-election) must not occupy any other government office while running.

    - Any candidate must leave any government employment before filing to run for office.

    - No office holder shall have other government employment.

          - This prevents keeping a safe backup office.

  12. REQUIRE ALL RABID PARTISANS TO BE REMOVED FROM THE VOTE TALLYING PROCESS.

    - People who hate a political party or a particular candidate have no business doing any tallying.

          - This prevents vote tally fraud.

  13. REQUIRE BALLOTS TO BE PHOTOGRAPHED AND SERIALLY NUMBERED WHEN RECEIVED.

    - When ballots are received, they must be photographed on microfilm and numbered serially.

    - The ballots must be kept in serial order.

    - When they are tallied, the serial order of the ballots must be checked to make sure no ballots have been removed or added.

    - The ballots must also be compared with the photos after the tallies to detect alteration.

          - This prevents ballot tampering and destruction.

          - This must not be done in a way that identifies the voter or matches the voter with the ballot.

  14. REQUIRE BALLOTS TO BE UNDER CONSTANT SURVEILLANCE.

    - Ballots must constantly be observed by video surveillance from the time they are cast or received until the results of the election are certified.

          - This prevents ballot tampering and destruction.

  15. REQUIRE BALLOT COUNTING MACHINES TO BE EXAMINED BY EXPERTS FROM ALL PARTISAN GROUPS.

    - Partisan observers must be present from each party that has a candidate on the ballot when the machines are programmed or set up.

    - Partisan observers must be present from each party that has a candidate on the ballot when the machines are opened after the election.

    - If the observations do not agree, an investigation is necessary.

          - This prevents ballot tampering and destruction.

  16. REQUIRE BALLOTS TO BE COUNTED BY ALL PARTISAN GROUPS.

    - Partisan observers must be present from each party that has a candidate on the ballot.

    - When ballots are being tallied after an election, all partisan observers must tally the ballots and report their results.

    - If the tallies do not agree, an investigation is necessary.

          - This prevents ballot tampering and destruction.

  17. ABOLISH COVERT HANDLING OF BALLOTS.

    - Prohibit handling of ballots whenever some of the partisan observers are not present and observing.

          - This prevents ballot tampering and destruction.

  18. PROVIDE A PROCEDURE FOR MARKING BALLOTS AS DISCARDED AS SPOILED BY THE VOTER.

    - The voter must have a way to mark a ballot as spoiled so an election worker cannot reintroduce the ballot into the tally process.

    - One possible method is tearing the ballot in half and putting it in a special bin.

          - This prevents extra ballots.

  19. PROVIDE A PROCEDURE FOR REINSERTING A BALLOT WHEN THE MACHINE MISREADS IT.

    - The tally machine must divert any ballot that does not scan correctly into a special bin.

    - The tally machine must then stop so the ballot can be examined and reinserted.

          - This prevents extra ballots and keeps ballots in serial order.

  20. PROVIDE A PROCEDURE FOR REPAIRING OR REPLACING A DAMAGED BALLOT.

    - The ballot must be repaired so it can be scanned repeatedly.

    - Special glue that does not affect the scan must be used to repair tears and crumples.

    - If the ballot cannot be repaired, the markings and the serial number must be put on a blank ballot.

    - All partisan observers must see this being done and check it.

    - The photograph of that ballot must be used to assure that all markings are the same.

    - Then the damaged ballot must be marked as spoiled.

          - This prevents extra and missing ballots.

  21. PROCEDURE TO DETERMINE VALIDITY OF BALLOTS FOUND WHERE THEY DON'T BELONG.

    - A procedure must be defined by law for cases where marked ballots are found in trash or anywhere they do not belong

    - The procedure must define whether or not found ballots are valid and what must be done with them.

    - This procedure must include an investigation.

          - This prevents ballot tampering and destruction.

  22. PUNISH BALLOT TAMPERING.

    Whenever ballot tampering is found, the following must be done:

    - There shall always be criminal penalties for tampering with ballots.

    - Votes for candidates are Independent Voting YES votes.

    - Votes against candidates are Independent Voting NO votes.

    - If tampering favors some candidates, all YES votes for those candidates shall be cancelled in the precincts where it happened.

    - Favoring a candidate is creating more YES votes for that candidate or destroying NO votes against that candidate.

    - If tampering opposes some candidates, all NO votes against those candidates shall be cancelled in the precincts where it happened.

    - Opposing a candidate is creating more NO votes against that candidate or destroying YES votes for that candidate.

          - This penalizes ballot tampering and destruction.

  23. STOP POSTAL EMPLOYEE BALLOT TAMPERING.

    - If postal workers tamper with or destroy ballots sent through mail, the penalties above are applied in all affected locations.

          - This prevents ballot tampering and destruction.

  24. STOP VOTER INTIMIDATION.

    - Provide toll-free numbers to call if someone is intimidated at the polls.

          - This prevents election fraud.

  25. REMOVE INCENTIVES TO CHEAT THE ELECTION.

    - Change to the Independent Voting System. This removes the belief that votes are unequal.

    - Use constitutional amendments to prohibit candidates from promising government programs that cannot actually be done.

    - Prohibit promising people that they will get something without having to pay for it.

    - Prohibit promising to remove or limit any existing civil rights.

    - Prohibit promising new civil rights that conflict with existing civil rights.

    - Prohibit promising any government budget that spends more than government can raise in revenue.

    - Always assume that programs in the budget cannot raise any revenue the proponents promise the programs would raise.

          - This prevents the desire to cheat.

  26. PROHIBIT HATE CAMPAIGNS AGAINST CANDIDATES.

    - Prohibit telling people to hate people, parties, candidates, or beliefs.

    - Preserve the rights of candidates to sue those who libel or slander them.

    - It is unconstitutional to hate anyone because of who he is or what he believes.

    - You have no right to hate others because you didn't get what you wanted in the election.

          - This prevents the desire to cheat.

  27. PROHIBIT THE PRESS FROM TAKING SIDES.

    - Freedom of the press assumes an unbiased press with unbiased reporters.

    - Reporters who are biased or who hate anyone must disclose this fact in every article.

    - Reporters must not choose sides in election races.

    - Reporters are biased if they want for themselves something that some candidate promised.

          - This prevents the desire to mislead others.

  28. PROHIBIT SOCIAL MEDIA SITES FROM TAKING SIDES.

    - Freedom of the press assumes an unbiased press with unbiased reporters.

    - Site moderators must not censor one viewpoint while allowing the opposite viewpoint.

    - News feeds on the site must not favor one viewpoint over another.

    - Site owners must not use the site to bias the public.

          - This prevents the desire to mislead others.
