This is a device used for radio communication from a submerged submarine. It is needed because radio does not pass through water.
This is ejected through a small port in a submarine. The wire goes through the port and unfolds from the balloon, which is inflated with a small helium gas cylinder. The balloon rises and leaves the water, rising to the end of the wire. The ship's radio then uses the wire for an antenna to communicate with other radios. When the radioman is done with the radio, the wire is cut and released from the port. The balloon goes straight up into the air until it bursts at high altitude.
The witness sees the object come up out of the water and hover. After a few minutes of hovering, the object goes straight up into the air and disappears.

This is a firework device used on Independence Day, New Year's Day, and at weddings and parties. Occasionally they are launched to make people see UFOs. This is basically a hot-air balloon powered by its self-contained burner. They are available in several different colors at firework stands. People also make them out of dry-cleaner bags and candles.
The sky lantern is unfolded, and is then held by its top while the user or a helper lights the burner. The top must be held until the envelope gains enough heat to lift. Then it is released. The sky lantern then flies free until it hits something or until the burner burns out. Then it falls unobserved to the ground. The burner dims down to nothing when it burns out.
The witness usually sees the object after it is already in the air. Occasionally it is seen rising from behind trees or houses. It floats with the wind, darting with wind changes. Often the object seems to suddenly rush directly away from the witness when the burner dims and goes out. The color often seen is orange or orange mixed with another color.
Often a group of these are launched, making a pattern of lights in the sky. They go out one by one.
The only reason this is done is to make people see UFOs.
This is done by aiming a medium-power visible LASER at a cloud. This makes a spot of light the color of the LASER appear in the sky. The motion of this UFO is caused by changing the direction the LASER is aimed. Thus, this UFO can go at any speed because it is not a real object. The object can also be made to disappear and reappear by turning the LASER off and on or by interrupting the beam. It can also be made to enter water by aiming the beam there.
The witness can see virtually any event when this is used. The perpetrator can make almost anything appear to happen except a close approach.
This can be dangerous if the beam is aimed at people or at an airplane. The LASER light can destroy sight.
